Community Action in Self Help, Inc is a private non-for-profit housing agency formed in 1972 whose mission and vision is dedicated to the principal that everyone is entitles to safe, decent and affordable housing regardless of race, color, creed or personal circumstances. In pursuit of that goal the Agency has undertaken many different tasks, projects, and programs. Currently we manage 47 units of affordable housing. We also act as the Local Administer for the Wayne County Housing Choice Voucher Section 8 Program. We will assist lower income households in obtaining home ownership by offering home buyer education, credit counseling, educational materials, and referrals for service. Community Action in Self Help, Inc is a Housing and Urban Development (HUD) Housing Counseling Agency, enabling the staff to assist homeowners in foreclosure prevention, loan modifications, forbearance plans and reverse mortgage education and counseling. The Agency also provides services to persons with general housing needs such as relocation assistance, landlord/tenant issues, DSS Advocacy, emergency services and general education. We also provide lead based paint testing as a service to local landlords and tenants. Agency disseminates information on local housing issues and specific rights, responsibilities and governmental regulations affecting rental housing units. We also house a community Technology Center giving assistance to local residence with job searches, resume writing, computer skills and individual trainings.

Bishop Sheen Ecumenical Housing Foundation, Inc. (Sheen Housing) is a not-for -profit corporation that provides safe, decent, affordable housing for very low-to moderate-income families, seniors and persons with disabilities in order to promote their self worth and dignity. Sheen Housing was founded in 1968 to help low-income families purchase their first homes by providing loans and grants for closing costs. Over the past years, programs and staff have been added to address a wider range of urban and rural housing needs. Today Sheen Housing supports not only families, but also organizations that provide housing for low-income families.

Bishop Sheen provides home repair services to decrease substandard housing conditions that threaten the health and safety of residents as well as accessibility modifications to allow frail elderly and those with disabilities to remain independent in their own home. They offer home ownership opportunities, housing education and housing counseling for first-time home buyers as well as current homeowners experiencing a housing need. They also provide affordable rental opportunities for families, seniors, veterans and persons with disabilities.

Bishop Sheen serves the Counties of Allegany, Cayuga, Chemung, Livingston, Monroe, Ontario, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne and Yates.

Rural Housing Opportunities Corporation, Inc. (RHOC) offers housing assistance programs to low-income families and works to develop multi-family affordable housing opportunities. The service area includes Genesee, Orleans, Ontario, Seneca, Wayne and Yates Counties. RHOC is an affiliate corporation of Rural Opportunities, Inc. established to improve housing conditions in the service area. RHOC's mission is to expand housing choices and improve affordability through the creation of new housing, the improvement of existing housing, and the enhancement of housing options for low-income and otherwise disenfranchised residents of rural communities through a variety of financial assistance and asset building strategies. RHOC is governed by a twelve member Board of Directors, seven of whom reside in the service area. RHOC currently provides a variety of services, including homeownership assistance, financial education, housing rehabilitation and energy services and low cost loan or grant assistance to help low-income residents with housing improvement or acquisition. (1.) Homeownership assistance is provided in Genesee, Orleans, Ontario and Wayne Counties. These services include homebuyer education, financial education, credit counseling, mortgage application assistance, and post-purchase counseling and training. Homeownership services are provided by personnel certified in homebuyer counseling and trained in residential mortgage lending. Other financial enhancements may also be available to low-income customers. (2.) Owner occupied housing rehabilitation services are offered in Genesee, Orleans, Ontario and Wayne Counties. (3.) Loans for home energy related improvements are also available to residents throughout the region through a program called Assisted Home Performance. (4.) RHOC provides community development assistance to municipalities through technical assessment of property improvement needs in downtown districts, including mixed use buildings and offers contract operation of publicly funded programs such as NY Main Street and Community Development Block Grant (CDBG) programs. (5.) RHOC also offers affordable rental opportunities for families and seniors in Genesee, Orleans, Wayne and Ontario Counties.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
