Chautauqua Home Rehabilitation and Improvement Corporation (CHRIC) was organized in 1977 to improve the quality of the housing stock and appearance of communities of Chautauqua County, and to improve the living conditions of the County's low-income residents.
 
CHRIC does both minor and major owner-occupied property rehabilitation. Current county-wide programs include: general repairs for income-eligible homeowners under the AHC program; assistance with lead-based paint hazard control for families with children under the age of six in both owner-occupied and rental properties under the Lead Safe County program; modifications and adaptations for seniors and people with disabilities under the Access to Home program; emergency repairs for very low-income seniors under the RESTORE program; and assistance with water well and septic system repairs.  Current targeted programs include: general repairs for income-eligible homeowners in the Villages of Celoron and Lakewood; assistance for owners of dilapidated trailers in the Town of Ellington under the Ellington Trailer Replacement Program; and emergency repairs for residents of the City of Dunkirk under the Dunkirk Emergency House Repair program  CHRIC also works with the Office of the Aging to address the housing needs of seniors throughout Chautauqua County.
 
CHRIC provides education and counseling to first time home buyers, using support from HUD, NeighborWorks America, and local banks.
 
CHRIC has an Acquisition, Rehab and Resale project using support from NeighborWorks America and the County Land Bank and local municipalities.
 
CHRIC also works with local municipalities on different types of community development projects, such as the Village of Brocton's Main Street; the Village of Lakewood's Main Street and waterfront revitalization plan; and the Town of Sheridan/Village of Silver Creek Senior Center repair project.

Chautauqua Opportunities, Inc. (COI) is a Community Action Agency that has been providing services for low income families in Chautauqua County since 1965. The agency has a long history of tailoring its services to the needs of the low income families and is uniquely qualified to serve them with holistic services.

COI's divisions include: Housing Services (Homeless Prevention, Transitional Housing, Section 8 rental subsidies, Supportive Services for Veteran Families, Housing services for persons with HIV/AIDS, Credit and Budget Counseling, Homebuyer Education, Financial Literacy, Foreclosure Prevention, Weatherization, housing rehabilitation); Early Education and Youth Services (Runaway and Homeless Youth Shelter, Transitional Living Program, after-school programs, Head Start/Early Head Start, Someplace Special Child Care, Summer Food Service Program, court child care); Family and Community Development (Life Coaching, Life Skills Education, Responsible Fatherhood); Health Services (licensed Home Care, Personal Care Aide Training, Minority Outreach for the Developmentally Disabled, Navigator Assistance for insurance enrollment, Migrant and Seasonal Farmworker Health); and the Child Care Council (Child Care Resource and Referral).

COI's affiliate organization, Chautauqua Opportunities for Development, Inc., provides technical assistance and loan capital for small businesses.

Citizen's Opportunity for Development & Equality, Inc. (CODE) is a 501-c-3 not-for-profit corporation founded in 1981 to promote revitalization activities in the City of Jamestown, Cattaraugus County, Chautauqua County, and Western NY. Their focus is everything that encompasses neighborhood preservation and community development.

CODE's primary focus is on developing, owning and managing apartments. They own over 200 safe, sanitary and affordable apartments for low income residents. We choose to partner with service providers so they expand their ability to deliver services rather than compete with them and dilute their service stream. They are partnering with the Jamestown YMCA on an award-winning summer/after school meals program; with a mental health organization to integrate their clients into our apartments; and with the Southwestern Independent Living Center to assist person with limited mobility find suitable housing within our apartments. Clients of SILC receive a priority in obtaining an apartments but must meet all other occupancy requirements.

Their Chadakoin Building is managed by the Jamestown Housing Authority because it is privately-owned, public housing developed with mixed-finance funding. It was redeveloped with NYS HCR funding and includes Public Housing operating subsides from HUD.

CODE administers an emergency repair program for seniors that is funded by the city of Jamestown. This is a city-wide program.

CODE also administers an Access to Home for Medicaid program in conjunction with Southwestern Independent Living Center. This is a county-wide program with SILC doing the intake.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
